In many states, including the one where I live (Louisiana), optometrists have been allowed to write prescriptions for certain medications such as antibiotic eye ointments and drops since the early 1990's. But since they are not medical doctors, they are limited as to what medications they can write prescriptions for. For example, they cannot write prescriptions for narcotics, blood pressure medications, oral antibiotics, etc. But as for Restasis, you can ask your optometrist, who will tell you if you need to see an ophthalmologist for it since they are medical doctors.
