Menstrual cycle refers to your entire reproductive cycle - you always ovulate during your menstrual cycle, typically this occurs two weeks before you menstruate. You can't ovulate during menstruation - although this doesn't mean that you can't be fertile during menstruation.

It shouldn't, because during your period the old lining of the uterus is being shed. after which a new lining is prepared for the implantation of a fertilized ovum. meaning that if there is an ovum released during a period it would have nowhere to go but out even if it was fertilized.
