By paging I am assuming you mean the page file which cannot be defragmented whilst you are running windows. therefore you need a defragmenter that perfomes an offline defrag. I assume too that is what you meant by external fragmentation. Companies like RAXCO, offer an offline defragmenter which does solve your problem assuming I have understood it correctly.

China has faced significant challenges from both internal and external factors, but internal problems have historically created more turmoil. Issues such as political dissent, economic inequality, and ethnic tensions have led to widespread unrest and necessitated heavy governmental control. While external pressures, such as trade disputes and geopolitical tensions, pose challenges, internal stability remains crucial for the Communist Party's legitimacy and governance. Thus, the internal problems often overshadow external issues in terms of immediate impact on social cohesion and political stability.

Outside invasions often refer to external threats such as military conquests or colonization, which can destabilize and dismantle existing societies. Problems from within, such as internal strife, political corruption, economic mismanagement, or social unrest, can weaken a civilization's cohesion and resilience. Together, these factors create a perfect storm that can lead to the decline or collapse of a civilization, as they struggle to defend against external pressures while simultaneously addressing internal challenges. History shows that the combination of both external and internal problems often proves too much for many societies to overcome.
Endogenous problems refer to issues that arise from within a system, organization, or process rather than from external factors. These problems are often rooted in internal dynamics, such as management practices, culture, or operational inefficiencies. Addressing endogenous problems typically requires a deep understanding of the internal workings and relationships within the system to implement effective solutions.
Internal fragmentation occurs when more storage is allocated than is actually requested. This left over space, known as slack space, causes a degradation of system performance. For example, space can be left over between the last byte of the file and the first byte of the next sector. This slack space can add up and eventually cause system performance to degrade. External fragmentation occurs when free memory becomes divided into several small blocks over time. For example, this can cause problems when an application requests a block of memory of 1000bytes, but the largest contiguous block of memory is only 300bytes. Even if ten blocks of 300 bytes are found, the allocation request will fail because they are not contiguous. This can be caused by an excessive amount of clutter on a system.
