They don't really "speak", they just repeat sounds they've heard... they can be trained in some cases to respond to specific stimuli in a particular way, though, which can give the illusion of them carrying out a (pre-scripted) short conversation. As to HOW they do it.... how do YOU do it? You have a tongue and a voice box. So do parrots.
