The greatest thinkers the world has ever known, those who developed the primary document of which the United States was to be governed, believed the contrary. Since the government can not be trusted they established a system with several checks and balances. They also designed a political system where the majority of legislation would be drafted on a state and local level. However, power hungry politicians and an uneducated populace have allowed that system to erode.
John Locke believed that people could be trusted to govern. He believed that people had the right to life, liberty, and property. He said that people should have a word in who should be governing them !
