You can THINK you have mind powers, but you can't actually. There was an Old Wive's tale saying that you only use 10% of your brain, so you could have mind powers, but it's not true.
There is no one with mind powers, and if they say they do, they haven't proven it.
But don't forget, your brain is a lot more powerful than you actually think it is. You might not be able to have mind power, but you can "believe" it so hard, that for you it will feel like you have the power. So eventually the effect will be the same.
