Your "tweets" will not be in someone's tweet stream unless they are following you, but if you do a search on Twitter using a word or phrase that is in a tweet it can come up in that search. You can also just go to someones Twitter page and see their tweets....so if you think it is private, it is not! I am sure there are other ways to see the tweets of someone you are not following on the many Twitter applications out there too. You can set your settings so that people can't follow you unless you give permission, but given that they can see your tweets in other places....it does not make it private.
