Can people that don't follow you on Twitter but you mention see your tweets?
If your profile/tweets are not protected then anyone can see your tweets.
When you mention someone in your tweet, that tweet will always appear in their @replies tab whether they are following you or not.
How do you allow you tweets on Twitter go to the public but still have to approve people to follow you?
You could ask a person or your friends and they will be like "Follow my friend ___" this and that but you shouldn't keep asking or they might as well block you or so and get annoyed. Also sometimes there will be people will just randomly mention you, that happened to me before and lastly there will be tweets that say "follow her/him and I will give you a shout out." "FF" stands for "Follow Friday". Every Friday people post tweets beginning with "FF" and then the usernames of their recommended users. You could mention your friends, your favorite celebrities or just people that you enjoy talking to. The idea is that your other followers can then follow those people.
Twitter is safe, but if you post stuff that should'nt be posted then it is not safe, but the point is that Twitter is safe. And for all you people who do have one, be careful. You can also protect your tweets so that only people you allow to follow you can view your tweets and they won't appear on the public timeline.
There are many answers to this question, first of all its not always good to have so many followers, because there are many creepy people out there. But some good ways to gain followers is to follow basic celebrities and RT (retweet) their tweets or tweet about the trending topics so people can see your tweets more. They won't see your tweets on their timeline but if they click on your profile they will see them. They will also see your tweets that they're mentioned in, in their @replies. If your profile is private then they won't be able to see your tweets even if they click on your profile as you have control over who sees them.

Your "tweets" will not be in someone's tweet stream unless they are following you, but if you do a search on Twitter using a word or phrase that is in a tweet it can come up in that search.
