Depends if it's Honey nut or any other flavored type DEFINITELY NOT, but just regular cheerios then sure but not alot they can have two or three as a treat but no more, this could in fact make your bird sick break one up into four pieces and it can be a nice training treat!
It's not a good idea, except as a very rare occasional treat. Cheerios are fortified with vitamins and minerals, but they are in too high a concentration for a tiny bird. They are also very high in sugar compared to a budgie's normal food.
