Yes, they use radars that bounce waves off your car and then the waves come back through the radar gun and tells how fast your traveling. There are also new laser radars that are better at singling out a single car from a large pack of them. So yes they dont need light to get a reading from a radar gun to tell them how fast you are going.

Yes it is illegal to enter a cemetery at night because it is trasspassing and they are afraid that you might steal a grave and that you should only be there in the visiting hours that the cemetery has set. Police officers can arrest you for going to a cemetery after that cerfew and you can be put in prison, with charges it is not a great idea if you are planning on doing this.
