The US has had several bad presidents. James Buchanan was the president before the Civil War started. Ulysses Grant allowed a lot of corruption as president. I think that he was a very good president, given what he's been through( was an orphan, was shot at twice, actually had a bullet in him his whole life, was captured by british soldiers). He just didn't know what to do. He was very suprised that he was elected and he made hard decisions. Overall he just wasn't prepared, especially on September 11, 2001. Whether he was a bad president or not is a matter of opinion.
