If you mean to take them outside for fun yes they can be, they love the sun! But keep an eye on them! But if you were wondering about a pond outside yes they can be but you most likely want a turtle proof fence around it so they don't escape. But make sure if they are in a pond outside just for precaution take them inside during the winter....they can hibernate in the mud.. but better safe then sorry.
Oh and if you are taking them outside just for a short little while don't do it when it is cold (raining snowing ect).
