No, it cannot. Regular DVD player uses a red laser to read disc, while HD DVD uses a blue laser, which is more precise. That's the reason HD DVD can store about 25gb of data. while DVD only around 9gb max. Blu Ray can store over 50gb.

Yes, Blu Ray dvd players do play regular dvds, but, unfortunately, if you want HD then you cannot play it on the Blu Ray. So you can be limited on choices.
I'm not ENTIRELY sure, But, Since the HD-DVD player requires the small wavelength of a blue lazer to read the disk, I'm assuming that normall DVD players won't play HD-DVD's. I have never tried it though.
