It can, although whatever you are trying to make probably won't work the way it should. ....................... In a pinch, pancake mix could be a rough substitute. But one would need to adjust the recipe's amounts of salt, baking powder and baking soda, and perhaps reduce the sugar and fat (oil or butter) as well. In brief, pancake mix is not a good substitute for flour.
