Yes they can. Slowly. Not very often though, usually they stay in the spot they find that's best for them, but if they need to, they can slither around veeerrrrry slow (2-3 inches an hour) on their foot, flip-flop around like a slinky, or detach from the rock and swim by waving their tentacles.

yes , if you through a microscopic telescope you can faintly see the anemones move
