∙ 14y agomost salt water fish stores have them. You need an established salt water tank with passive or no fish. They are not that easy to keep for most people. You can purcahse them online also, but you need a very established tank!

It depends where you are. In places such as Kazakstan, Seahorses are regarded as animals from God, and holding one as a pet is considered sacralige. In Indonesia, Seahorses are popular pets, excluding the Spotted African Seahorse, which is extremely poisonous. In Canada and the United States, seahorses are legal pets, but require you have a liscense. You may need to contact your local police department to confirm if your community is, in fact a seahorse legal zone.
