Technically, a car is worth whatever price the buyer and seller agree upon. With a new car, this is usually defined by the MSRP (Manufacturer's Suggested Retail Price). However, as it is just a suggestion, there is no legal reason a dealer can't sell it for more (as is sometimes done with a new model with heavy demand). So, yes it is legal to sell a car for whatever someone will pay.

You cannot sell a car without a title. Go to you local DMV and tell them you lost the title. There you can apply for a new one. Once you get the new title you can sell the car. Don't try to do it any other way.
