The lack of testosterone means the fetus will develop as female. These same hormones are responsible for the development of the genitals, but sexuality and gender are not the same. Many cases have been documented of babies being born one sex but then growing up strongly identifying with the other sex. This identity persists even against social stigmatization and censure and thus argues for a biochemical and physiological cause as opposed to a purely mentally constructed one.
Surgical and hormonal techniques exist to change the cosmetic appearance of gender, but sexuality is far more nebulous. People may, through personal experience, feel sexual attraction to one gender and then switch to the other or both genders, but most researchers think this preference is "hard-wired" at birth and is not a choice made by the individual.
