If the infection is live (you have shingles) hospitals will not operate. Any illness and/or infection which is effecting your general health causes higher risk of post operative issues.

That said, an incident or 2 of herpes is tolerable to the possibility of getting shingles. Shingles has a higher pain and inconvenience factor than a herpes break out. That is my humble opinion.
