Sims can drive with music playing. If you click the vehicle and click "Sit in Vehicle." Then when the Sim is in the car click the car again and choose either "Turn Lights On" or "Turn On Stereo." Then if you want to change the song again click the car and either click "Play Next Song" or "Change To..." Then once your done with that click either "Drive To Community Lot" or "Take a spin." But when you get out of the car you have to turn the stereo or the lights off because they don't go off automatically.
This is how to add custom music if you play sims 3 on a pc: Go to: My Computer>(the drive you installed Sims to)>Program Files>Electronic Arts> The Sims 3>GameData>Shared>NonPackaged>CustomMusic and drop files into this folder. They then should play on your sims' stereo, under custom music :)

Windows Vista Specific answer. Yes! Just copy your own mp3's into; C:\Users\your_user_name\Documents\Electronic Arts\The Sims 3\Custom Music Obviously you need to change drive letter if your 'Documents' folder is not on your 'C' drive! (Note: DON'T put them into any Sims folder in Program Files)
