He can however be arrested and jailed for non compliance to a court order and have wages garnished and property seized for payment of child support arrearages.

Democratic states are more likely to let an illegal immigrant go simply by paying the bail charges. In a republican state, the illegal immigrant may not be so lucky (I don't know the answer for a republican state).
If he is not paying court ordered child support, he is contempt of court. All you need to do is, go to the court which issued the order and address the issue.
