Who is paying for the school? Is it a scholarship or a relative? As long as it is not the person required to pay child support it really doesn't matter. The child still needs clothes, uniforms, health insurance, all sorts of things. Sorry, you don't get out of paying child support based on where the kid goes to school.
You file a petition at the court. If it is simply outside of the support orders that you have, then you may or may not need legal help. If the child has not completed high school, attempt to make that or a GED happen--your responsibility as a parent.

It depends on how the CS orders are written - if they are written to include support while the child attends college, then you pay until you hit the cut off. If college was not stipulated in the orders - you need to pay until the child finishes High School and turns 18.
If the arrangement is with the consent of the custodial parent and will be permanent then the custody and child support orders must be modified to reflect the change in legal custody. The parent in Texas needs to have their custody formalized by a court order so they can enroll the child in school, consent to medical treatment, etc. If the child support order is not modified the non-custodial parent may be subject to the accumulation of child support arrears.
If the support order included a provision continuing support while the child was enrolled in college it does not matter where the child is living, as the support is to reimburse the custodial parent for the non custodial parents share of the child's expenses. If the child is attending school the custodial parent is likely still paying expenses for that child regardless of where they are living

of course you still have to pay child support, that child came from YOUR loins. You are responsible for providing for that child, even if you choose not to be in their life. Maybe if you stuck around they wouldn't have dropped out to begin with. Just saying..

Generally speaking, if there is a custodial parent and a non-custodial parent (joint custody is different and each case is unique), then the non-custodial parent pays child support and that child support is supposed to be used (along with the custodial parent's contribution, because they're responsible for providing for the child too) to pay for everything that the child needs, including lunches.
