You can't because when you use it, it disappears, like the Time Flute in Pokemon Collosseum.AnswerThe Azure Flute is a Key Item and cannot be equipped to any Pokemon. AnswerIf the person uses pokesav (I don'tencourage the use of ROMs) they can create a Pokemon holding the flute. I don't know if the flute will work, though.
