No you need to have your speedometer calibrated. over size tires will make your vehicle read a lower speed, but nit more than a few miles over the limit. There are NO EXCUSES

You recalibrate it because bigger tires mean different speeds... for example, lets say your car had 14 inch tires... and your speedometer is saying that you are going 50, if you add 20 inch tires which is 6 inches bigger, you might be going around 60-70. No need to get a speeding ticket. Bigger tires cover more road then smaller tires, for example for ever 1 turn from a 20 inch tire is like 1 and ahalf turns from a 14 inch... Yes, extra large tires are referred to as plus sized. The correct industry term is wheel plus sizing. I do not think the tire would mind being called fat.
The cited party can contest the ticket and obtain legal counsel or represent themselves. The issues of the faulty speedometer and large tires are totally irrelevant, a judge would not be sympathetic to a person who could not tell they were going 35 MPH over the posted speed limit.

You don't need to, but ATV tires can be balanced if you have problems. You will probably need to go to a national chain tire dealer (Discount Tire, Wal-Mart...) because many smaller tire dealers will not balance ATV tires because it's tougher to do than the full-sized ones.
Over-sized wheels are mounted with under-sized tires. There is literally less rubber backing up the metal.
