starfish have eyes but they can only see light and dark, but they cannot see clearly, so no, they cannot see in the dark.
All starfish have a small "eyespot" at the end of each arm. This spot senses light, but is not sophisticated enough to allow them to see images.

A starfish sees because at the end of it's arms on the points it has sets of eyes on each arm. :D
