No, you can not use the voice chat feature of WoW on starter edition (trial) accounts.
The same goes for RealID features, they are disabled. The only chat channels that starter edition accounts are able to use are /say, /party (but you cannot create a party), and /whisper (but only if you are whispered first or are on someones friends list).
