Some brokerage companies (e.g. Etrade) offer global trading platforms. You can call them and ask how it works. I understand that your account will be denominated in the U.S. dollar, thus you will have additional exposure to currency risk

A Stock can be traded only in the exchange in which it is listed. there are stocks that are listed in multiple exchanges. Those stocks can be traded in those exchanges. But stocks bought in one exchange cannot be sold in the other.

Yes, they are. They need to get an online trading account from a registered brokerage house in USA if they wish to do this. Once they register, they can go ahead and buy stocks from the US stock markets. There is no law prohibiting foreigners from investing/buying in the US stock markets.
