depending on how bad the burn is, you can try using a razor blade and just cut the top of the pile off the carpet. If its deep, you can cut it out, pulol the carpet off the tack strip at the end of a run, cut a small piece and glue it to the damaged section

Yes, you can. As long as the sun is shining, some of it's rays will still be able to reach your skin. While you are much more likely to get sun burn when the weather is clear and the sun is shining fully, you can still get it when it's cloudy out if you have enough exposure.
