Yes, you may use a question's Discussion page to comment othe question's answer.
If the question is already answered, click the blue button that says "Discuss Question" underneath the answer to get to the question's discussion page. If the question is not yet answered, click the green button that says "discuss" underneath it to get to the discussion page. You can also click "Discuss" on the blue bar to the left of the question as well.
The Discussion page of questions is to be used for notes about the question and/or the answer. Supervisors sometimes use the page to add notes to the answer that should not be added to the answer itself, however the discussion pages are used very seldom.
Each question has a discussion page, which is often used for people who are working on the question. If there are disputes, or suggestions about the answer, the community member will post their thoughts on the discussion page. "Answer" is the intended response to the question that was asked.

There is a forum for WikiAnswer supervisors, but aside from that there is no WikiAnswers forum. There are many websites with forums that are of the question/answer nature, however, and on each individual question on WikiAnswers there is a forum-like discussion page.

Yes, if you are significantly editing a question or answer, it can be very helpful to explain why the change was made. This explanation should go on the question's discussion page. To get to the discussion page, you can go to blue tool bar on the left and click the Discuss Question link. This is not something you need to do, but if you know a change is going to be controversial it would be considerate and helpful.
There really isn't a "description" part of the question. However, you could describe your question in more detail by adding a comment on the discussion page for that specific question. The discussion page allows anyone to comment whatever they feel about the question, and the asker could describe the question in more detail.
The "Discuss" button brings you to the discussion page so you can post about the question or answer, and your opinions or thoughts about it. You can talk about how to improve it or what you think about the answer or question.
You could just take the idea and form a new question and then type it into the box at the top. If you believe the discussion belongs in the new (or discovered) question, then you could copy and paste the relevant portions either to the answer or the the new discussion page.
You can click to the 'current question page' and edit their answer - or place a comment in the discussion area.
