If you're referring to the Heckler & Koch G36, yes, it certainly can. It can put holes in people, too.
I doubt that it is gonna be a circle but if you want it connected to a binder then just use the ring on the binder and stab it against the paper, but to make just a regular hole on a paper, i would recommend scissors of use your finger to jab a hole in the paper.
