There was an emulator for NDS on the PSP, but it's very dysfunctional, and I highly doubt it will be fixed anytime soon, you'll also need ROMs, but those are illegal.

It all depends on what you like to play, and what you want to use them for. They both have very very good games, and different functions, so it is up to what you would like to do with them. For Multimedia purposes, I'd suggest the PSP, for popular games the NDS. But that doesn't mean that the PSP doesn't have popular games, just that the NDS has a larger variety of games.
It is not possible to get your PSP chipped legitimately. Getting a console chipped allows for you to play pirated games on it.

I want to play the psp console on the ps3 console. Ive read alot of mixed reviews, where I think people got confused about the question so Im going to try to be carefull of what I say. You know how you can use the ps3 on the psp using remote play. YOu can see the ps3 screen on the psp and see stuff on the ps3 on the psp. I want to use that in reverse and use the psp on the ps3. I have heard you can play psp games on the ps3 using remote play. Such as instead of using remote play to play pictures, videos, etc. from the ps3 to the psp I want to do the reverse. I want to play stuff from the psp onto the ps3. Question1. can you play psp games from the psp console on the ps3 using remote play. Is this possible put(Yes/No) .If yes explain thoroughly in carefull steps how or give a link to video. Question2. Is to buy an av composite cable the only way to play psp on tv.(Yes/NO)?

PSP consoles and games have regions, but the games are not region locked, you can play a game from the US on a console from the UK, for example. Movies however are region locked and can only be played on a PSP from the same region.

PSP games are not region locked, any game will work on any region's console. Also, PSP games from England are just EU region PSP games anyway so are the same as you'd buy in Ireland.
