Yes. The psp can be modified. Once you can downgrade it and then upgrade it to a custom firmware, you can run homebrew applications that will allow you to do anything even run Mac OS 8.1. You can download games from the PlayStation Store, but you cannot run homebrew unless your PSP is modified.
