The yield strength is reached when the material becomes non - linear ( that is non elastic) and takes a permanent set when load is released. Material stretches but does not break. Ultimate strength is when it breaks and is higher than yield strength.

1. This is a tricky question. In a practical and real sense, yield strength can never exceed ultimate strength. Because at ultimate strength the materrial continuum of steel fractures whereas at yield strength it elongates plastically. However, I feel one cannot rule out the possibility of a change in constitution of steel during elongation, leading to a revaluation of ultimate strength. In the present state of technology, yield strength cannot exceed the ultimate strength
