Yes, I have done it. It took about 15mins once it was removed from the ceiling, the fan I fixed required only 2 inexpensive bearings (6202 or 6203 I think).
buy a new ceiling fan
1) clean the ball-bearings 2) change the capacitor 3) clean the blades 4) lubricate the ball-bearings that will do the job, if not then there is problem with the motor.
Replace it. This could be the shellac on the windings of the motor you're smelling because its getting hot. If it is definitely running cool then its probably the bearings losing some grease which is getting on the windings.
Almost all new ceiling fans have "lifetime" sealed bearings and should not require oil. The only one I know of still using oil is the Hunter Original.

If there is power to the fuse and the fuse is good, then the fan motor needs to be replaced - the bearings are bad. You may be able to just replace the bearings if you are cleaver.

You will have to replace it. The bearings are worn out in the blower motor.
One of the things to do is if your ceiling fan is being operated by a dimmer, set the dimmer to the highest setting to stop it from humming or replace the dimmer switch with a regular wall switch.
