They already did- the Nano 6th generation is about the same size as a shuffle, but with a little touch screen. It is a Nano, but unfortunately it doesn't do any of the fun things that a 5th gen can do such as play videos or games.
It is called the ipod "Shuffle" not the NANO, The Nano has a Small Screen and the Shuffle is just a Belt Clip Design with Play Buttons etc and a Headphone jack. The HeadPhone jack also acts as its charger. If you don't want to spend a lot of money you could go with a shuffle, but if you want to get a really good one you should go with a nano, they shoot video now, they hold a bunch of stuff, play videos, and have a screen. My first one was a 1st generation ipod shuffle, then I had a 2nd gen nano, then a 3rd gen nano, now I'm saving to get a ipod touch.

The first generation ipod nano can play music only. So, you just can copy videos onto 1G nano, as memory storage. If you want to play MV onto 1G nano, you need to extract audio from the video.
