This depends on what kind of pool you have. If it's a permanent pool, such as one set in concrete, no that will not hurt it. If it is an inflatable pool, than yes, leaving it outside when it is not full could eventually cause damage.

Not hurt the pool but it can inhibit chlorine from sanitizing properly in high amounts. If its to high just drain some water out and refill with fresh.

Ladder's are very important in a swimming pool. If you don't have a ladder, people can get hurt. If there is an emergency and someone needs help, it would take a while for the person to get help.
