Most likely it will be exactly like every other game that had "shininess" introduced. Any Pokemon can have shininess, so there probably isn't an exception for that one. The game cartridge (not the save) generates shininess at a rate of 1/approximately 2,555 (I don't know the exact numbers, but I do know it's an exact number...) so finding a shiny is rare, but if you encounter the Pichu exactly right, it should be shiny. PS. I have no idea how the special Pichu is encountered (whether it be another players or the trainers) because I've never played HeartGold or SoulSilver. I gave up on them after Chrystal because that was the epitome of Pokemon gaming...that or I stopped being 12. (can't be the latter cuz I now have the urge to go back and play Chrystal, lol)
