Keep Militia
The Northeast Kansas Militia is a group of concerned citizens. The 2nd Amendment to the United States Constitution says "A well regulated militia being necessary to the security of a free state, the right of the people to keep and bear arms shall not be infringed." The ability to form a militia is the right of every man and woman in America. There could be any number of situations that may arise, the Kansas Militia, and Northeast Kansas Militia is on watch.
The Governor is commander-in-chief of the organized militia, except when they are in the service of the United States.
Article 1, Section 8 gives Congress the power to call forth the militia and to provide for arming, organizing and disciplining the militia. It does not specifically refer to Congress "keeping" the militia as it keeps a standing army.

Militia: composition and classes(a) The militia of the United States consists of all able-bodied males at least 17 years of age and, except as provided in section 313 of title 32, under 45 years of age who are, or who have made a declaration of intention to become, citizens of the United States and of female citizens of the United States who are members of the National Guard. (b) The classes of the militia are-(1) the organized militia, which consists of the National Guard and the Naval Militia; and(2) the unorganized militia, which consists of the members of the militia who are not members of the National Guard or the Naval Militia. (State Militias).....*A State militia is always subject to federal, state, or local government control. A "private" militia or army not under government control is considered illegal and in rebellion, and as a result subject to harsh punishments.

The militia. In the United States Code, the "militia" are divided into two classes; the "organized militia", which is the National Guard and all former military members, and the "unorganized militia" who is everybody else up to age 45 who might be eligible for military service.
