Indeed there can be 8 years between consecutive leap years. The rule is that a year is a leap year if it is divisible by 4 and not divisible by 100, or if it is divisible by 400. For example, 1700, 1800 and 1900 were not leap years but 1600 and 2000 were leap years.

The last occurrence of an 8-year gap between consecutive leap years was therefore 1896 and 1904. The next occurrence will be 2096 and 2104.
