Yes and no. In Windows, there is actually only one account named "Administrator". However you can add extra accounts with total "Administrator privileges". Most of the time, unless you specify a restricted account, any account added under an administrator account has the exact same privileges as the administrator.
Other operating systems may differ from this. I am only referring to the popular Windows operating system.
