No. The amount of water you drink does not affect the blood in any significant enough way to make your veins and arteries stand out.
First, start with an exercise. You can do this by putting arms straight up, and flexing hands back and forth. Next, soak your hands in warm water for at least five to six minutes every day. Put moist (not oily) body cream on arms\hands. My mum always said five drops of cream is enough. Do not over do it.

There really isn't a cause, it's just the lack of melanin or the thickness or your skin at that point. If you are really pale you have a higher chance of blue veins showing.
