There is no scientific explanation other that the fact the human bodies only produce two of the three required substances to create it.

From an evolutionist's point of view, the evolutionary process went wrong somewhere between apes and humans (even though apes have more chromosomes than humans, so they would have evolved after humans)

From a creationist's point of view, all creatures may have been created with the ability to generate Vitamin C, but one consequence of the fall (when mankind first sinned) might have been the removal of that ability from humans, to make us more susceptible to illness.
