Water can mix with other liquids that are polarand can form Hydrogen bonds. Its a bit involved to go into here but suffice to say that liquids only mix with other liquids that are like them. Liquids that can form hydrogen bonds will mix with water, oils or hydrocarbons cannot do so and do not mix with water, that's why oils float on top.
