It is doubtful that it is possible to genetically modify tobacco to make a cancer free cigarette. The problems are that tobacco is cured to give it the flavor, and that the tobacco is burned during smoking. Burning objects tend to produce carcinogens. So it doesn't matter what tobacco is used.
However, if you want to make a cancer-free cigarette, you would have to use a technology that doesn't include burning things. So that is where electronic cigarettes come in. They do not burn, so nothing gets turned into carcinogens while you smoke it. That said, the technology is not perfect nor risk free. To make one that tastes like a traditional cigarette, some carcinogens would have to be added. With time, people could get away from wanting that taste. Plus, there is also a risk that ordinary cigarettes don't have, and that is exploding batteries. That is not known. While some claim new allergens may be created unintentionally during the process of genetic engineering, others claim that new allergens are not created. The best thing to do is visit your doctor to see if the rash is caused by something he or she can identify. If something is not identified, try to avoid GMO foods (not easy) and find out if the rash goes away. Though that would not prove it was caused by GMO foods, it certainly would make you feel and look better.
