No. But it may give you a clue why you needed a jump start in the first place.
It is probably the alternator that is whining - and not charging so you have run out of battery power and it won't turn over.
when you try to start it then it's the starter.

its the pinion gear usually happens when the Axel assembly . is low on fluid, or from hi mileage usage, ether replace the Axel assembly .the Axel bearings get hot and start whining. thanks
Check the basics, With an inline spark tester ($6-8.00) check for spark. Does the fuel pump make noise when you turn the key (whining noise)? Is the fuel getting to the engine?
I have the same noise. It is very strange, because when I am stopped, the noise disappears, it appears when I start moving, but it does not increase as speed increases (that is what I would expect). It increases the frequency when I accelerate but only while moving. I suspect it could be related to the serpentine belt. or to the belt tensioner.JCT

A whining noise from the fuel pump indicates that your fuel pump is close to failing. You should replace your fuel pump to avoid being stranded or unable to start your vehicle. All fuel pumps will emit a humming noise, but if you can hear it from inside the car, replace your fuel pump in time.
Type your answer here... If it goes away after 1 min or so, seems to last longer in the winter/cooler temps, the noise is the hydraulic/clutch fan. Situation normal, as soon as it warms up, it gets quiet to save fuel milage.
