Captain Lawgof is an elderly Dwarven Black Guard Captain who can be found in charge of the Coal Trucks west of Seers' Village. Members can speak to him to start the Dwarf Cannon quest.
If you are a member, then you can go to seers village. By there is a coal mine. Pick that and go to seers village and go to the bank. If you are not a member, go to the dwarf mine under falador. Then pick the coal and out it in the falador bank or go towards the end of the mine and go use the varrock bank.
The mines near Seers, it's a coal mine and there are trucks nearby that can hold up to 400 coal, after the cart is full, go back to seers and there's a cart station just near bank, take out your coal and bank it, simple, rinse and repeat.

A good place would be in Barbarian Village, which is west of Varrock. Another place, which requires level 60 Mining, is in the Mining Guild, though this area is usually crowded with botters. Also you if you are a member you could go to the Kandrian coal mines neer the seers village
