Yes, I take xanax and find that my eyes appear unfocused and glossy looking. I have only been recently perscribed it though, so I am not sure if this is a symptom that goes away with time.
Buffing should put a shine on not take it away, use a very fine grit polishing compound to bring the shine back and wax regularly. I don't know what you used when you buffed it the first time but be careful and only buff wax in the future. Buffing and polishing is not the best thing for todays acrylic based automotive paints. With the removal of wax you have to do quite a bit of rubbing on a dry surface. that's not a good thing on an automotive paint finish. Polish is abrasive and it can do more harm than good. Liquid Paint conditioners work differently form wax. They last longer and shine better.

In this case you need to paint the car with a primer paint first, then paint the car with the paint of your choosing. Also when wanting to put a glossy shine to your car, you need to be very careful of the sealer you use over the paint. Not all sealers and paints are compatible, and I've seen sealers ruin very good paint jobs in the past. The best method for all paints is to test them on a piece of scrap wood first to make sure they are going to produce the desired look. If they look good on the scrap wood, then they will most likely look good on your Pinewood Derby car.
