HND stands for: Higher National Diploma aka HND. It is the same as doing your first year at university and depending on your grades, university and other things you might be able to skip the first year of the degree course.
The Higher National Diploma (HND) is considered equivalent to the first two years of a university course. Within the US that would be similar to the associate degree which is undergraduate coursework.

If you don'tt have a degree, don'tt worry, you don'tt have to have gone to university to work in the construction industry. There are still many routes open to you as long as you have the passion and enthusiasm for construction jobs. Depending on your skills and aptitude you might like to start work but still attend a part-time course in college to gain a qualification such as an HNC, HND or a degree in a construction related subject. You will also benefit from practical work experience whilst attending a programmer one day per week.
There will be many UK universities willing to take on a mature student with an HND. Funding may be an issue but that is something each university will be happy to help with. Perhaps the bugger question is whether a bachelor's degree would be of much benefit. The HND is a similar educational level to a BSc so it may prove to be of little practical value. Again, any university admissions department will be pleased to advise you. As every university in the UK is independent of each other, they will all have their own entry criteria. It is worth approaching several to get their view on how to progress your education.
I have a HND in Public Art. I am glad I have got it but if you college to study for two years, for the same student 'costs' go for an extra year and get a degree in an art based subject. It is important to have good degree as it opens doors into other artistic fields such as teaching.

An NVQ level 4 is seen as the equivalent of a HND in most institutions. You would be able to gain access to the third year of a degree course with your NVQ 4. I have an NVQ 4 in Management and was able to attend college part time and gained my degree in 12 months.
