If you mean DAEDRIC armor, you need to be high level, at least level 24, and it will start appearing on Dremora and Marauders.
In Oblivion, the playable races are: Humans - Imperials, Bretons, Redguards, Nords, Elves - Dark Elf (Dunmer), Wood Elf (Bosmer), High Elf (Altmer), Orcs, Khajiit (cat people), Argonians (lizard men). Non playable races include Sheogorath(his own race), dremora, daedra, and a lot more. In Skyrim, you can play the same races as you could in Oblivion.
You must be a higher level for deadric bows to start appearing in the game(level 25, i think). They can be found on certain dremora, and on marauder archers at higher levels.

The assassin's creed armor for oblivion is just a mod. you can go to google and search "oblivion mods." it's a pretty popular mod, so it should be pretty easy to find. Nope. You can't get mods for the 360, sorry. Get a PC. PC's can run mods however 360's cannot.
