If you have the Apartment Life expansion, yes. Good expansion, in any case, because you can build apartment lots (even trailer parks), and sims can interact with other families more easily. This expansion includes witches (good and bad), that your sims will see when they visit community lots. Befriending them is a good start.

If you have that, you must go to a public lot, and just wait for a witch to arrive on her/his broom (they arrive by the mailbox-place). If you want your Sim to become a witch, you must become friends with the witch. Then, when you two are good friends, you can ask her/him to learn about witchcraft (or something similar). And there you go, a witch :)

No, not from the Sims 2 pets expansion pack. You can though if you have Sims 2 Apartment Life. Become a witch/warlock and learn the spell to get a 'Spectral cat'. This cat never ages and sparkles and is a different colour depending on what type of witch or warlock you are. For example, if you are a 'good' witch you will get a white spectral cat.
